Author Biographies
James Q. Wilson is Professor Emeritus of Management and Public Administration at UCLA and was previously
Shattuck Professor of Government at Harvard University. He has written more than a dozen books on the subjects
of public policy, bureaucracy, and political philosophy. He is a past President of the American Political Science
Association and he is the only political scientist to win three of the four lifetime achievement awards presented by the APSA.
John J. DiIulio, Jr. is Professor of Political Science at the University of Pennsylvania,
former professor of Politics and Public Affairs at Princeton and the former Director of the Brookings
Institution's Center for Public Management. He is a leading scholar on crime policy and health care
reform, and he was an advisor for Vice President Gore's "reinventing government" plan. He served the
George W. Bush administration as director of the White House Office of Faith-Based and Community Initiatives.
